Today, The LPI with the support of USIP to launch the first day of the project of counication staretgy for national reconciliation project


The Libyan Presidential Council (PC) was assigned the National Reconciliation file according to the political agreement held in Geneva in 2020. The PC start a project to  study analysis the backgrounds of the National Reconciliation file, existing  transitional justice laws and concluded the following:


  • Review of laws and legislation

The PC formed a committee from independent national experts with competence and independence - concluded the preparation of a new law for transitional justice called the "Law of Reconciliation", in which all the challenges and shortcomings that marred previous laws were addressed, and proposed treatments for transitional justice, its mechanisms, redress for harm, and institutional reform.


  • Strategic Vision for National Reconciliation

The PC developed the strategy of National reconciliation by two governmental think tanks (National Planning Council and the Centre for Law and Society Studies - University of Benghazi). The vision identify the roots of the dispute between Libyans and summarised  33 controversial issues that were a source of division and conflict , which were classified into five main concerns:

  • Concern of national identity,

  • Concern of national governance

  • Decentralization

  • Transitional justice

  • National security.


The vision also included proposing some solutions to the controversial issues and identified mechanisms for implementing the strategic vision, including workshops and dialogues that would lead to the convening of a comprehensive conference for Libyans.


  • Preparatory Forum:

The work of the preparatory forum  to discuss the 33 controversial issues  has been completed in January 2023, in which controversial issues are raised to participants from all different political and social parties in order to identify weaknesses and address them in the work of the comprehensive conference. The Forum was held in Tripoli in with the participation of more than 174 participants from all segments of society.


  • The comprehensive conference:

It is intended to hold a comprehensive conference that includes all political and social parties to discuss the outcomes of the preparatory forum and controversial issues and come up with consensus between the parties reflected in a comprehensive national charter and legislative, executive and constitutional recommendations.

 

The aim of reconciliations project is to reach a sold understanding between Libyan and propose a solutions for the 33 controversial issues to guarantee a sustainable peace between Libyan.
